Westlake University is the unusual story of an entire research university built from a blank sheet. Modelled on a small private American institution, it admits fewer than 200 PhD students a year, hires only principal investigators whose publications clear a global bar, and runs on a fraction of the budget of its public peers. The point isn't austerity — it's focus. And the focus shows: Westlake now publishes more cell-, gene- and AI-research breakthroughs per capita than any university in mainland China.
Our briefing was with two principal investigators working on AI for protein design and on solid-state battery interfaces. The exposition was the most technical we've had on the trip, and the most important for a Macau delegation: Westlake's IP and spinout playbook is exactly the model Macao needs if our AI Industry Strategy is to move from white paper to working companies.
The evening took us out of the lab and onto the river. The Qiantang light show runs nightly for free, on both banks, with no ticketing and no VIP zones — just city infrastructure. It is a masterclass in how Hangzhou thinks about public goods as marketing: give the city a reason to be looked at every night, and the tourists, talent and inbound capital arrive on their own.
We ended the day with a private dinner on the river. Two of the principal investigators asked when the next Macau stop was. The follow-up is in motion.
Focus. Not austerity. Westlake wins because it does fewer things better than anyone.
